Clear impairment

Served over the Unix socket /run/chaosd/chaosd.sock

Removes the qdiscs CHAOS installed on a direction and returns the cleared state.

Clear is conservative. A root qdisc that CHAOS did not install and that is not a kernel default (pfifo_fast, mq, mq_prio, noqueue) is left in place and reported as a foreign-state divergence.
